Do most PMOs have BAs on the team or do they acquire them as needed?

First of all it will depends on the implementation of the BA role into the organization. I am saying this because most of the organizations have implmented BA role just as "requirements taker" while others have implemente the role as defined: accountable for creating and monitoring solutions. With that said, what I see because I am working helping organizations in implmenting the role from the time the role was created, is organizations in the second group have a pool of BAs inside the PMOs or COEs. That´s because BAs are "walking along" the business detecting posible problems to create solutions. If the organization is in the first group where BA is focused on requirements only then I saw is more efficient to hire them on demmand.

It depends on the delivery model, organization skills and project domain among other factors. In some cases, the PM is expected to perform business analysis, in others a Product Owner might work with the delivery team without a defined BA role and in others a BA is used as a defined role.
