My Question has two parts
1) As per PMBOK process - Resources are assinged during Execution phase of Project, does this mean all alone Project Manager does all the planning activity like defining scope , sequencing activity , determining budget , doing Resource requirement analysis and others when Resources are acquired during only Execution phase
2) Understand process are not in logical sequence as in PMBOK, do phases also overlap each other. (F&S), (S&S), (F&F), (S&S with delay) Saving Changes...

As you mentioned, there is not life cycle defined inside the PMBOK so activities can be done in the way you defined based in your approach. To extend the answer remember that what the PM do is about project stakeholders which is to extend the solution stakeholders provided by the business analyst which are idenfify before the project exists. Now, in my case, the first thing I do before starting to plan is to create my stakeholder analisys or stakeholder identification at least. Why? Because I need to be sure that all of them are there. Remember that assignment of resources is an iterative process itself. To plan the project, the PM will likely engage at least a core team to assist him/her. Then, once baselines are established and funding is approved, the PM will acquire the remaining resources over the lifetime of the project.
Phases can overlap one another - as with fast-tracking activities, risk needs to be considered when doing so.
1) I will try with an example. You are planning for a project and you have a validation after 6 month from now. Do you need a resource assigned now or identify a resource is enough?
For identification of activities and resources you may need some expert help that may be done with core team or involving expert for short duration, but actual resource may only be required after 6 months.
