Joshua, its important to understand the reason for negative sentiment of the stakeholder. Is it due to past experience with people, team, leadership, process, work-culture, etc. That may help in engaging him / her in a better way. Saving Changes...

Joshua,
my view is there is no negative stakeholder (or evil person).
The person might be perceived in specific situations a exhibiting a negative attitude or even hostile behavior. But I try not to generalize or label others and look for positive sides in them. These are common ground to establish a relationship based on mutual trust and mutual purpose.
Eventually you can then tackle the perceived negative things, and maybe they even are not longer negative.
Influencing others starts with yourself. Saving Changes...

Hello Joshua, there is a reason for any behavior, first you need to tackle the real reason why he is not engaged, put yourself in his shoe and ask yourself what's in it for me ? why i need to be engaged ?
