In weak matrix organization, PM not have full authority versus strong matrix. Do you want to get directions from seniors? OR you want to lead by example?

Both - lead by example but use influence and persuasion to get those in authority to "do the right thing".

Weak matrix structures provide a good opportunity for PMs to hone their interpersonal skills...

That's correct.

I like to lead by example
It looks like a very theoretical question. With this theme in mind, I would say both. There are pros / cons of both approaches. As a project manager, I should experience it all, so that I can make right decisions based on situations.

What I meant is some folks don't want to take initiative, they don't want to come out of comfort zone and love routine work, some folks like to take initiative and always willing to accept new roles. I have known friends who are happy with routine work. Me personally like challenges, new technologies, get global exposure etc... I work around clock, in day time my on-shore customer and stakeholders and in night my off-shore team.
