Sounds like the common issue of middle management being where good ideas go to die :-)

Seriously though, without more context it would be hard to understand the root causes. They could range from too much current workload to the idea not being aligned with the performance incentives of the manager.

I encounter this one a lot:
- Idea is assigned to a manager
- Manager determines the idea is broader than their level of authority
- Manager refers the project to a higher level organization with broader authority
- Higher level organization decides not to pursue idea
- Idea is dead

This is common when executives assign actions or buy into ideas but there is no accountability. Unless there is some reminder to the exec/sponsor that they told people to go off and do something, there is no expectation that the thing will ever get done.

An idea is just that. Would expect it to be formalized with a business case to establish as a viable project, then enter into the project pipeline.

Selling an idea is a project in itself.
Good stakeholder identification and engagement is key for success. Imagine if your manager knew about it in advance, and gave you some advice how to improve it. And you gained the support of the financial people. And so on.

Mature companies have a process/funding/people dealing with capturing ideas, elaborating innovations and improving. To be true even then 90% of ideas die.

A dead idea is still a good idea, because it made you think and be courageous to come forward with it. Think the reaction of the CEO was acknowledging this. Persist. This was not a failure but just one of many tries needed to succeed.
