Question about new requirments

I got the following question in one of the sample exams :

During a status meeting, a stakeholder requests a new requirement that was previously unidentified. What should the project manager do?
Perform a risk analysis
or
Execute the Perform Integrated Change Control process

the simulator recommends the first while i think the correct is the second .

what do you think ?

I'd suggest the simulator is wrong and you are correct :-)
