Has anyone ever used the following metric to measure an IT organization's Health?
Ratio of projects in request queue to projects in progress
If so what was your baseline for the ratio?
Our thought is that the ratio remains at baseline level peopel are still requesting our services. Saving Changes...

I have not used this metric before. I think health would be a relative term based on your oranization rather than an absolute. Part of it depends on the average duration of your projects and the patience of the project sponsors. How long is the backlog might be a more relevant question. If projects are very short in duration, then ratio of backlog to current would be high. If projects are longer, then the ratio could be lower and still be healthy.
It is also kind of like standing in line at a restaurant. When the wait time gets long enough, the people at the end of the line start to leave.

Generally I have seen a Excel sheet showing project in progress/completed and other Tab showing projects in discussion/Pipeline .
As Bruse said correctly, there are is no straightforward answer for baseline , only point may be to look into resources available or in pipeline ( joining) and other areas like infrastructure, availability of skilled resources so that Organization does not overdo the things and fail the project even if they are captured. So bottom line is to have metrics showing resources required for project vs right resources on bench plus available at time of starting a project
