Best practices for promoting the PMO

What are some best practices for promoting the PMO in an environment where the PMO is not welcomed.

Who in the organization is saying this and why don't they welcome the services? Is the staff not delivering or are expectations too high from customers?

It's important to understand a little more context because the solution is different if this is on a project/program with a silo'd audience or if this is coming from the executive level.

Overall, I never see a problem with self promoting PMO services when done appropriately, at the right time, and only after delivery work is executed well (which is most important). Self promoting a PMO is a hard sell if PMs aren't providing expected value.

Jeff hit the nail on the head - focus on identifying and delivering value. Determine what is important to the non-believers, what they see as value, and show them that the PMO is the most effective way to achieve their needs.

If it is not the most effective way, then the non-believers are right - the PMO is a waste of effort.

I've seen too many PMOs shut down for a variety of reasons to recommend trying to "swim against the tide" if there is resistance. A PMO is just one possible solution to a business problem and if the leadership team does not support that approach, there may be other ways to meet the same objectives including a CoP...

Activities to promote PMO include involving all staff in the basic knowledge of Project Management. Planned speeches of the theme help people to get more acquainted with Project Management processes, terms, deliverables, and thus reducing the resistance against the PMO introduction.

Simple: no pain no gain. People will buy the idea if they feel they will be more rich with the PMO (in this case) than without it, where rich does not mean more money only. Just to comment, I wrote "simple" but my gray hair is about that as one of the reasons...Take a look to SPIN Selling method.
