Who in the organization is saying this and why don't they welcome the services? Is the staff not delivering or are expectations too high from customers?
It's important to understand a little more context because the solution is different if this is on a project/program with a silo'd audience or if this is coming from the executive level.
Overall, I never see a problem with self promoting PMO services when done appropriately, at the right time, and only after delivery work is executed well (which is most important). Self promoting a PMO is a hard sell if PMs aren't providing expected value. Saving Changes...

Jeff hit the nail on the head - focus on identifying and delivering value. Determine what is important to the non-believers, what they see as value, and show them that the PMO is the most effective way to achieve their needs.

I've seen too many PMOs shut down for a variety of reasons to recommend trying to "swim against the tide" if there is resistance. A PMO is just one possible solution to a business problem and if the leadership team does not support that approach, there may be other ways to meet the same objectives including a CoP...
