Looking for a good baseline metric for ration of projects in queue to projects in progress?

Has anyone used a metric defined as the ratio of projects requests in queue vs projects in progress? What is a healthy ratio? 2:1? 3:1? 4:1?

That seems very dependent on your particular project environment. Rather than focusing on how many projects are in work vs in the queue, I would focus on velocity one projects are in work. That is the metric you probably want to track to drive performance up.
The problem with queued vs in progress is that you can easily skew that measure by putting a few more projects "in work" - it doesn't really reflect actual performance at all.
