I am curious that how any Organization define Risk limit in any project?

I am a Ph.D. student of Project Management and I have a question regarding project risk management

Defining how much risk the organization is willing to take with a given project usually relates to a few factors including:

1. The organizational risk appetite, often expressed as a risk appetite statement
2. The expected reward of doing the project
3. The individual risk biases and tolerances of the key decision makers
