First step is to drill down and determine the objective. The drive through concept is not the objective, the objective I would guess is to provide services under current constraints - the service being effective delivery of groceries with minimal risk to staff and clients. A drive through may be the immediate "jump-to" solution, but is it the right one?
Take a look at what the competitors are doing, determine the pros and cons, talk to the clients, develop options considering known constraints. Its called making a business case. Then all you have to do is deliver using basic project management techniques. Saving Changes...

Projects are started to create a solution for a business problem but the solution definition is outside to project management, is on business analysis field. Solution is equal to "the thing" (product/service/result) to be created plus "the way" (project) to create it.
