Is there any mediating and moderating factors are to be considered while defining the risk statement of the project?

I would like to see responses from other experts in our field for this question. As for me, I have never come across a risk statement in any projects I have worked so far.

What do you mean by a project risk statement? Are you referring to the risk "profile" of the project (i.e. how risky is it in relation to other projects)?

Almost any EEF could be a mediating or moderating factor for specific risks including organizational and individual stakeholder risk appetites and regulatory and competitive pressures.
