can an HR manager with 2-3 years experience in human resource apply for PMP?

Nahid -

So long as the HR manager meets the education and project leadership experience prerequisites for the exam, there is no reason that they couldn't apply. If their application gets audited, they will need to provide evidence to support their submission.

That is the key - if they have just been involved with one or two process groups while supporting a project from HR, that wouldn't count...

You can start the application process. If you don't meet the required qualifications, you won't be able to finish or submit the application.
There is no fee until you submit, making this a good way to determine what you need to qualify. Unless things have changed, your application will stay open for one year, and I think you can reopen it with all of your information intact, but I'm not sure if there is a time limit or other constraints on that.

That is the key - if they have just been involved with one or two process groups while supporting a project from HR, that wouldn't count...
