Create a resume based on the requiriments of the job. Focus in the value you can add because the solutions you are able to crate instead of what/how you can do.
I'd suggest you identify specific, complex initiatives which you led during your military career, profile those using project management terminology and make it clear what some of the key dimensions of those initiatives were (e.g. What was the scope? How many staff were involved? What was the duration).
