Waterfall is a life cycle process. Agile is an approach. Agile approach can be used with waterfall life cycle process. So, the best world, and something we have implemented in the place where I am working on, is to implement Agile approach with the life cycle best fit to create the solution you need to create. Just to comment and because you can think my answer is academic only please let me say that I was in charge of this type of things as responsible for LATAM, so my gray hair is because of that...jejejeje. As Sergio says, the context of a project defines the best approach for the project, not organization standards or any "one size fits all" decision. While agile life cycles are more open to change, NO project can easily absorb the changes resulting from severe unknown-unknown risk such as those created by COVID-19.
Are you asking this in the context of software technology delivery for example? If so, then the ideas of iterative and continuous delivery, customer collaboration, cross-functional and empowered teams and being responsive to change are things your organisation probably ought to be doing, COVID or no COVID.
