I always begin with identifying the purpose of the training, who will be participating, what tools will be available. Sometimes I take actual situations that have been dealt with by the users and turn them into use cases, and sometimes I ask the trainees what method works best for them. By doing this up front, it saves time and money.

I also agree with the suggestion that you must prepare your own training plan, but then the question for a first-timer would be, what all should it include? I would look at templates just from guidance point of view and not for straightaway adoption.
