I see it the other way. Many people like process. It absolves them of responsibility for the outcome, reduces, if not eliminates, the need to think - you stick the raw materials in one end, turn the crank, and the prescribed product comes out the other end. Then you go home!
Organizations like process because the results are consistent - a McD burger tastes the same no matter the outlet.
Governments like process because they don't trust the underlings to think things through - the results will be consistent. Not great, but consistent.
Report writers like process as it eliminates the risk of original thought. It also reduces the effort required to generate a report (checklists even better).
Report readers like process because they know all the issues of importance to them have been addressed, usually in a recognizable format.

I have to say that people do not hate process but because I guess I understand your point I will say: people hate process because they do not take into account that from the time they wake up to the time they go to bed they are following process along the whole day. Saving Changes...

I had a 5-year project plan for my development. It was very detailed with processes and tasks. After the second year, I realized that the strategy stymied my creativity and progress in areas that I discovered along the way. So, I dropped it. Many years passed since then. Thank you, feel much better when I am not run by processes every minute.
Strategic processes are fundamental. Projects need methods to deliver value. But having a process for everything will eventually fail. Processes, especially in specific industries, tend to be additive upon each other, rather than reformative (add one, remove one, change one).
Some projects need transparent step-by-step processes; some don't. The orgs do not appreciate this duality. I am writing research on that; we'll see how it will be accepted in 2021. Saving Changes...
