PMI is not encouraging "Gold Plating" however in most projects they are doing that... So is it against PMI or accepted with some conditions?

It's only gold plating if scope/schedule/budget should have changed and didn't.
I'm OK with going above and beyond as long as you can tie a requirement to it, the WBS and your design reflects it, and it's accounted for in terms of cost and schedule.
If there is a decent change/configuration management system in place, you shouldn't have to worry about this. And me personally, I'm not sure I care too much about what PMI or any other organization thinks about it.
