There are three types of relationship between activities in your network of project activities, assuming you're using a precedence network.

1 FS Finish to Start.
This is the most common and is the default relationship type that MS Project or Primavera will apply if you link two activities together. The first activity must finish before the next activity can start.

2 FF Finish to Finish.
Both activities must finish at the same time.

3 SS Start to Start.
Both activities can start at the same time.

From the information you provided you will start Activity 1(landscaping) and then start Activity 2 (furniture purchase) three weeks later.

So, the logical link should be Start to Start with a lag or delay of 3 weeks

I hope that makes sense
