Visio is a lot better than PowerPoint for large tree structures. I use it for high level WBS decompositions (although for a large WBS, Excel is the tool of choice). I also use it heavily for network diagrams, or anywhere I want to draw a lot of boxes, connect them with lines, and have the lines adjust when I move the boxes around. It has lots of built in templates that are handy as well. I designed my home office layout with one. Handy tool and not the cheapest but not the most expensive either.

You can use Visio, in the version Premium or Professional. It requires the additional installation of an add-in called WBS Modeler

I used draw io.
it is free. and does the job with multiple templates. IMHO, definitely better than PowerPoint ;-)
