What would be the best supporting documention for creating health checks through out the life of the project?

You could look at The Success Healthcheck for IT Projects by J A Flinn. This book sets out a template for project health checks.

Check out the OGC's gateway priocess, but be prepared to be selective and just take what works for you, it is quite "heavy" in its complete form.
