It is not a project deliverable but a management deliverable. The project can be and often is completed without this task. Completed or not it has no impact on the project.

I've decided to consider this question from a different point of view - logic. There are four remaining tasks to complete the project; A, B, C, and D. What should be their sequence? You would do this based on precedence rather than what may be provided in the exam outline.
I like to schedule or establish sequence from the end rather then the beginning;
C - Archiving - can't be done until all documents are available thus would be preceded by A, B and D as all three tasks generate documentation..
B - The plan can't be updated until all the information is in including results of A and D thus is preceded by A and D
D - Team performance review can't be effectively carried out until we get client input through satisfaction surveys thus must be preceded by A.
Thus the next step is A - then D followed by B and finally C.
One of the problems with multiple choice questions is that they encourage regurgitation rather than logic. They measure one's ability to memorize and apply processes. Leads to Project "Administration" Professionals rather than Project Management Professionals (PMPs).

Regarding the right way to answer an exam question, sometimes instructors are not fully correct either. Other than it was stated somewhere by PMI.

Do not think so, reality is flexible. For one project it may be this way best, for others the differently.
