Business development and Project Management at same time

Hi Dears,
Please advise if normal for one person to hold business development and project management positions at a same time?
As I know that PM focus on processes and delivery of project why BD is more people savvy and sales approach?

I used to think this had to do with the size of a company, but I have also been informed that a combined BD/PM role can be determined by the culture of a company. Some companies in Calgary combine BA/PM roles. Though that might have more to do with cost cutting. It can work if done well, but it is not always feasible or practical.
