Because we are already in Project Execution, I think B. Procurement Management Plan would govern the business process/policy and 'decisions' for acquiring alternate suppliers, then D would follow in this instance.

I suggest that all the provided answers are incorrect. This eventuality should have been identified during the risk analysis process and appropriate mitigation measures developed. Consult the Risk Register and initiate the mitigation measure. If the PM did not identify this common risk and lay out a recovery plan he should be replaced. Saving Changes...
