please describe what exactly are you looking for? What exactly you did not find in MS Project.
There are tools that are much more functional and powerful than MS Project but the selection depends on your concrete needs.
If you manage multiple projects in parallel then you may need portfolio management with resource and maybe cost constraints. This is one functionality that MS Project does not support. What else? Saving Changes...

If you've used MS Project, you're probably familiar with Primavera P6. Its very similar but, to my (possibly outdated) knowledge, it has a SQL backend so it can be installed and used much more efficiently at the enterprise level. Multiple projects being managed by different client PCs.

I'm not clear what you're looking for. Do you want to take all the project data and put it in one place for submission? Do you want to review multiple projects in a program? Are you looking for a feature that you can't find in MS Project? Saving Changes...
