According to the Initiation process group after Project Charter approval the PM should start the identify stakeholders process.
According to the Integration Management the next is to Develop Project Management Plan.
But I think next step should be to identify stakeholders. Project charter contains the key stakeholders but PM must identify all stakeholders. Saving Changes...
The project management plan is the superset of all the other plans so B and C are a subset of A. Key stakeholders are included in the charter, and D is a nonsensical answer so I'd go with A.

This is not a great question as it furthers the perception that PMBOK processes are performed in a linear fashion. D is a pure throwaway answer which furthers my point that this question was likely from a poor quality practice exam. Saving Changes...

If you are identifying impacted people, you are planning. Again...the PMBOK is not a cook book. Those are knowledge areas and not sequential.
Believe what you wish however, and good luck with your exam.
