Project Manager and Safety & Health Officer.. Same level or Downline..

Everybody knows Project Manager is the no. 1 at site project. Thus got other 1 position that same level with PM and should be like advisor for PM. However, a few of PM did not know the level and position and assumed the Safety and Health Officer (SHO) under their control. So, how about you guys? Did you guys do the same things or others?

Only the Project Manager can deliver a safe project. The Project Manager is accountable for project performance including safety. The PM delegates various elements of the project but remains accountable. That does not mean that the Health and Safety Officer is clear. The Officer has an overriding responsibility to the workforce to undertake his assignment in the best interest of the workers safety.

The PM has every right to ask for clarification and justification as to health and safety decisions but should not countermand the H and S Officer. After all the Officer is the Subject Matter Expert. Would the PM overrule the engineers or architects on a technical matter?

Note, the concept of "under control" does not work in a project management context.
