In broader terms YES.
Agile is a mindset & project practice which accepts defined degree of uncertainty / volatility within the boundaries laid down by the project team.
Here project team includes product owner, scrum master and execution members
Product owner responsible for scope / deliverable uncertainties
Product owner / Scrum master responsible for external influencing factors
Execution members responsible for hiccups / risks during execution

Ganesh, your answer might read that Agile = Scrum, which is one of the myths about Agile. It is totally possible to run an agile organization without scrum master or product owner roles.

My reply was specific to project and didn't address organization level.
Was responding with Agile project mindset, thanks for calling it out right.

Agile was born in 1990 inside the USA DoD/NSF Agility Forum at Leihigh University, not in software field. You can search for the Forum deliverables because today the forum is still active (but not open for public domain). Is not about VUCA or some buzzwords you have today. Is about how to achieve the 3 main objectives: survive, growth and develop no matter the environment. Agile was created as an alternative of Lean after a prediction about Lean was not enough in 2015-2030.
The definitions were:
Agile "A way of thought and behave whose focus is the increase of value for the client and the quality"
Agility: "Be able respond to a wide variety of unexpected external surprises and create external surprises. Being agile will assist businesses who face unpredictable circumstances."
Time after (2001 aprox) the software domain take the same word but they do not define Agile and agility explicity. No matter that you will find people like Allistar Cockburn or Jeff Beck that took the same definitions.

because in my place, still more have ambiguity about that

About your second question, the definition of Agile is there in my post. About definition of valatily is something that will change in unpredictability way.
