Measuring Project Success - On Time Completion

One of our organization's metrics is on-time completion of projects. If a project schedule is rebaselined (due to approved scope changes or other approved considerations), should the actual completion date be measured against the rebaselined date (rather than original schedule date) for purposes of reporting on time delivery? Thank you.
