It depends on many factors like what the project is built upon or initiated, what are the constraints and what is the end goal.
Example, if one wants to launch products in the market before their competitors then timeline/schedule would be of utmost importance and one can go ahead with manual or semi-automatic machines which has shorter lead times to achieve the timelines and giving technology or manpower the least preference. Once successful in market, one can then initiate the Automation project to reduce the manpower and maintenance costs, thereby giving the best technology and cost reduction the main criteria; here schedule may be of less priority than the other factors.
So, it is all about balancing various constraints of cost, schedule, scope, quality, resource, risk and customer satisfaction while simultaneously mapping them to end goal. Success criteria can be defined accordingly.

It comes down to stakeholder satisfaction, if you consider cost, schedule etc are also factors contributing to that.
In contrast, imagine having been asked to deliver a house at a specific price and date and instead saving the customers life with that money will probably leave them satisfied though you did not deliver on the other aspects.
Also, you cannot satisfy all stakeholders equally, you will probably take some like customer, sponsor more seriously than users or the public.

Well, generally speaking, timely delivery of all deliverables and products of the project within the planned budget and time frame can be considered as success criteria. These are not all of them. The others can be translated to this some how. Saving Changes...
