First of all, my recommendation is not reinvent the wheel. There are well known, stablished and agreed things like RACI to answer your questions. With that said, the way you assign way of acting to each role is up to your company. Just as example, in the company where I am working on, because the company was not satisfying with the RASCI model we used, we create our own model (based on it) and it is unique no matter the type of solution we are creating. With that said, your statement "responsability is primarily internal" is not right if you are taking about the term in the framework of RACI or similiar (the "R" in the model). The way of acting is totally independent of the location of the role. Why? Because is a matter of strategical decision if you assign a way of acting to an external or internal role. One thing that can be help a lot to define a RACI or similar is the CRUD matrix. CRUD matrix is not in the scope of the project manager but is in the scope of business analyst and because business analyst is in charge of solution definition and because the solution definition is the source for creating or related to project then it is critical to take into account. Don't get me wrong.. I prefer do it my way and blend with new knowledge and education n see the results. If u can see I do get retrenchment almost 4 months now.. A few controversial statements I did get from my so call colleagues who are proud of it and the ones who take the credits from my project management and I get kick after doing T&C.
