CAPM tools used in phases

I'm prepping for the CAPM using the PMI PM Basics on-training guide. In each training phase they ask my to pair up the applicable tools to the phase I'm studying.

I learn conceptually and I'm having a hard time connecting with the concept of how these tools are specifically paired up with their respective phases.

In the Monitoring and Control Phase I am supposed to use Meetings but don't use Communication Skills . Not using Communication Skills during Meetings seems counter intuitive to me.

I also use Data Analysis in the Control Phase but I don't use Data Gathering. This would be fine if I used Data Gathering in the pervious phase of Execution but I didn't Gather Data in that phase either. This leaves me to wonder what data am I analyzing if no data was ever gathered.

These tools are great tools but they almost all apply to every phase in some way, so why are certain ones singled out?

How much of this is on the exam?
