Setting Thresholds for Technology Changes

In working on continuous improvement opportunities for SDLC and PMLC processes, I have been asked to research setting thresholds for determining technology changes that should be treated like projects and those that are more business as usual or just not large enough to mange as a project. In the past, I have seen criteria set with cross-functionality, cost, time, resource needs, and/or complexity of the technology change request.

Eventually, I would like to have a layered SDLC process in place…
• Projects with Technology Changes (PMLC and SDLC)
• Non-Project Technology Changes (full SDLC)
• Smaller Technology Changes (light SDLC)

I have some ideas, but thought it would be worth my time to reach out to my peers and welcome additional input/opinions!
