Hi Riad,
the PMBoK lists decision making as tool and technique under interpersonal skills. It is included in the process 'manage team' and defined as '.. involves ability to negotiate and influence the organization and the PM team'. It also mentions decision making tools, some of them are mentioned across the book as voting, autocratic, multicriteria, prioritization/ranking decision making techniques.
In previous editions, tools like Delphi method, Nominal Group Technique, Brainstorming, -writing, were specifically mentioned as techniques used in decision making.
There are a lot of concepts about decision making, e.g. Kahneman's 2 ways of thinking, stating we make hundreds of decisions every day and most of then unconsciously. In a professional context, we can build decision making habits that get results automatically (e.g. calling a meeting or not).
Any conflict or problem solving includes decision making. Any assumption is a decision, any estimate, an approach to proceed, a judgement if a deviation is relevant.
PMs without authority have to consult others (with authority) for decisions.
