Organizational growth is strategic. Citizen Developers have been changing the rhythms, recreating better business processes, delivering products or services cheaper, in less time, and reducing the pressure on the IT department. What do you think, are they game-changers or managers of change?

Just a question: why do you make an affirmation like "Citizen Developers have been changing the rhythms, recreating better business processes, delivering products or services cheaper, in less time, and reducing the pressure on the IT department"? This is a new buzzword used to call something that is outside there from 1980 but the results do not show what you affirm. With that said, it is a great possibility I have a great amount of misinformation.

No doubt, citizen developers have been creating applications without coding expertise, faster and cheaper.

As seen at my workplace and as per my interaction with industry experts. I believe that fruitful implementation of concept of 'Citizen Developer' is still miles away from the day, organizations may see some tangible benefits. The tools from companies will be a major driver for this shift such as low code softwares - Aamzon Honeycomb. Even the BI tools for that matter, give that flexibility and IT is no more asked to produce and provide complex reports. The challenge i think lies with the people in non-tech business units who don't wish to go through the learning curve. Once this resistnace in human is not there, then this concept will fly.

I agree it may be slow now, understanding the concept and acceptance to explore the low-code/no-code platforms is the key starter. Learn more and join the revolution here https://www.pmi.org/citizen-developer.

Thanks. I can give lot of success stories from 1998 up to date too because I worked in companies that sell necessary platforms to do that. Lot of people are pushing to that from long time ago, including it actual software like SAP is based on that in most of their modules. My point is, when people face this type of initiatives (I faced it from both sides of the desktop from provider side and from consumer side) the cost/benefit is really experienced. With that said, I am not against of the model but just trying to add something that in my humble opinion could help I said take care because is not like the PMI article stated.
