This can be answered from multiple views. It seems to my there is a lack of knowledge about risk management according to your question (please sorry if not). Then, taken your question "as is" my recommendation is: 1-perform an elicitation about telecom business, external and internal environment, to know about it. 2-with that as a guide identify the key subject matter experts that will help you on define the project scope (requirements, risks, etc etc). 3-go to subject matter experts to start risk management activities. I can understand, in fact, Risk management or eliciting risk from multiple stakeholders is the project manager's accountability. Would like to know about the generic risk categories in the field of telecom projects from your point of view?
(I usually work for Vodafone ISP, UK. where we are providing Internet connectivity to various enterprise customer (IPVPN, EWL, DIA) through a point to point connection where many teams like planning, design, infrastructure, fiber, prebuild and provisioning, field teams, and testing team will be there to assist and help in the telecom project delivery) Saving Changes...
This is a very broad set of project types. The physical infrastructure teams who install fiber in subdivisions will face the risks common to most construction type projects including weather impacts, potential for impacting other utilities, permits and so on. The virtual side of the portfolio will be impacted by challenges such as scalability, staff availability, and factors which generate interference with signal strength.
