try to influence government (well, if you run Olympic games or the vaccination campaign, but then they are also customers/sponsors).
All others you must and you can influence.
Influencing the Sponsor might often be hardest, as it is against the cultural power distance of many.

Thanks Thomas. I have mistaken the "governing bodies" in the sphere as "government" and that was when I was confused by the answer.
