Documenting Project fluctuations

Looking for some ideas. Our organization has a PCR process in place currently that says that during the project, if a team can't absorb a change in scope, then a PCR needs to be submitted. Now management is asking for PCR's to document any fluctuations in the points of a particular project and only take the ones that can't be absorbed to the committee. We have also been tasked with reducing PCR's. We are a scrum shop using Jira and don't want to have data in multiple spots to update. Any thoughts on a better way to handle this situation? Thanks!
