It really depends on what's important to the employer. Some will insist on a degree, others on a certification, some on both, some on neither.
When it comes to project management roles, in larger, traditional organizations, it is still quite common to see the degree requirement, especially in some industries where the PM is expected to have come from a domain-specific role (e.g. professional engineer). This is less of a constraint in others such as IT.

It really depends on where you're applying and how.
Large companies generally use screening software that will usually filter out candidates who don't at least have a bachelor's and/or PMP (if it's recorded in the job description.) If you're applying online you lose being considered this way if you don't have the right buzzwords or credentials to get through the software.
If you're going through a connection, referral, etc that might be different as well as applying to smaller companies where a human may be the first to see your resume Saving Changes...
