I agree with Elizabeth entirely. Most of the places, I have seen that is the way Program Management has been brought in.
I have handled one program which was though handled slightly differently. I have managed a program which was run with 19 projects under it across 23 countries in the Europe, Middle East and Africa. In that we did it more systematically where I had a group of Project Manager's allocated to you and I was primarily handling the finances and reporting up the chain that doing day-to-day work which I think might be the ideal was to get into Program Management.
