Cost baseline and funding requirements

Hi, I’m studying for my PMP and came across a question where a true response was: that funding requirements are derived from the cost baseline. I was wondering if this could be true considering the cost baseline doesn’t include management reserves? Should funding requirements not be derived from the project budget?
