Resource management plan is a component inside the Project Plan and the Project Plan is an input of Estimate Cost. But if we talk about what is explicit stated then Resource Requirements contains all the information needed to estimate costs. For Develop Budget you need the line of time then Resource Management Plan is needed to do that. Just to comment, where I was part of the group which wrote the PMBOK, discussions about the level of detail in this type of things was debated. In my opinion it do not add value. Saving Changes...
