At my institution, we are combining three different departments and are having a hard time what the name of the department would be. One sector is Project Managers, second sector, is Business Analysists, and Third is process improvement analysists. We are trying to come up with a name for the department that makes sense for our bank as well something that explains all of us. Saving Changes...

In my case this a department is called Innovation and Transformation which is an unit inside the Enterprise PMO. But I work in other places where the fusion between business analyst and project management was located into a business unit called Center or Excellence. In both cases we choose the name based on something which is related to strategy and something which created a "movement" inside the people that heard it (obviously trying the movement was positive). The first two groups are often together whereas the third is often separately housed in an operations-focused division. If I think of the bank which I used to work for, we had one CoE for "change" (PM/BA/CM) and a different OpEx CoE for our LSS BBs/MBBs.
How about "Value Stream Excellence" since that would span both delivery & operations?
In engineering departments, those responsibilities might be found in an "integration" function that includes product integration, process integration, and often analyzes and launches new projects before engaging the larger organization.
Something as simple as Business Integration might suffice Saving Changes...

Agree, working backwards, understanding the purpose and the value that this department will provide or the value that will provide to their customers (or other business units), is more helpful to draft a name that engage all company.

Looks primarily like a resource pool for me. All of them could be seen as 'change makers', the new term framed by PMI. So maybe call it 'change maker pool' and create some buzz.
I do not see a common output or even benefit from those people, even project managers themselves can work in different environments. Saving Changes...

improvement analysists - is this related to optimizing processes, like making sure processes use less workload and less time?
I have seen this together with projects, at the time it was called "Project and Process PMO". But this was them :) e.g. that customer.
Their PMO managed also processes optimization initiatives portfolio and benefits, on top of projects.
If this is a pool, like Thomas suggests, then probably not fitting much. Saving Changes...
