like it, this is the right thing to get on board the right groups of people: sponsors and project managers. I did my first sponsor workshop in 1998.
It ran 2 days with the 8 department leads of an IT organization. It is important for you to have a sponsor yourself, who starts the workshop with his/her expectations to the group.
Second, the leads are probably confident, so let them work out what should be done as a sponsor, let them show reasons why some of the projects in their departments failed and what is common to the failures and what could be the cure (project management). The outcome was a joint commitment for some tasks, including accepting agreed role of a sponsor, for each of the group and for the PMO. Subsequently, PMO support was offered, e.g. for writing the charters.
I personally like the sponsor standard by GAPPS as a structure.
And Alfonso Bucero is teaching about this and co-authored a book.
