Assuming you've already followed the advice of the multiple online resources available for assessing and improving your resume, the issue might be less with the resume and more with your method of getting an interview. Have these been positions where you've done a warm application (i.e. through a mutual contact) or are you doing cold applications?

It's very important for you to adjust your resume to the job description as recruitment systems (Applicant Tracking System - known as ATS) do a first scan of keywords and if it does not match the job description you have a very small chance for a human to actually read your resume.
