Portfolio and capacity planning tools

Does anyone have any go to books or tools that they use for portfolio management and/or organizational capacity planning?

We recently started managing projects at the Enterprise level and our portfolio reporting and tracking started life in Excel (as one does) but I want to take it to the next level both in terms of reporting but also self service data delivery for projects the PMO may not be directly managing.

Also, I’m really interested in books, articles are tools that help capacity planning. Specifically getting a grasp on what is core operational work vs discretionary (which therefore might be resource for a project).

Start with PMI's standard on portfolio management, but then I'd recommend Steve Tendon and Daniel Doiron's great book "Tame your Work Flow". It is a heavy read but well worth the effort as it shows how Goldratt's ToC can be used to improve value delivery.
