I don't believe you require an ATP for PMI-SP or at least I didn't hear of this as a requirement. You can take any course and manually claim the PDU's or hours.
PMI is not requiring ATPs to use PMI-created courseware for the PMI-SP or any of their other certifications other than the DA and PMP ones. As such, if you wish to take a PMI-SP prep course, you could do this from either an ATP or a non-ATP provider.
