What is the specific to list core competencies necessary to be an effective Program Manager today?

- communications
- stakeholder management (managing the interests of all parties involved)
- delegation

You may want to refer to PMI's Project Manager Competency Development Framework (PMCDF). It provides a lot of details on benchmarking project managers and measuring their competencies.

Hi Paulette,
You can never go far wrong by adding a bullet-proof, non-stick superhero cape. The ability to condense and expand time on demand. and a method of maintaining multiple holographic presences as well as invisibility (sorry, just picking up Elizabeth's sense of humour).

The above can be re-written as:
1) Time Management
2) Communication
3) Resilience

Additionaly, good form or provenance: having a strong background in managing projects, multiple projects, programmes and portfolios. When selecting I would be looking for evidence of this progression and in career planning look ot develop this base.

- Looking at the big picture and visualizing the customer's customers needs
- Thought Leadership
- Team visioning
- Stakeholder Management
- Dependency management
- Lot of communication and excellent people management skills

Program Manager manages horizontally acorss multiple functional projects within a Program and practices - soft skills , Leadership Skills and business / Finacial Knowledge and interdependency acorss projects to lead the program to achieve Organizational and strategic Goals / benefit.
