I'm not sure that I understand the question and whether you're talking about Systems Engineering (complex systems theory in general) or IT systems.
Systems engineering as a dicipline integrates very closely with project management. The classic model has the SE working for the PM as the technical principle. People unfamiliar with the SE role would recognize much of the content as a business analyst role. When you have the dedicated PM and SE roles, both need a strong understanding of what the other does. A graduate level program of SE is about half technical (requirements, architectural views, model based SE, etc.) and the other half business related like cost modeling, PM coursework, and other business school type subjects.
When both roles are performed by the same person, the title Project Engineer is frequently used. The roles do integrate quite well, however there is often more than enough work for 2 separate job roles.
