I am trying to find manufacturers who are making private labels beauty products who are bio and willing to sell under my trade mark but I cannot find small business who are willing to cooperate under this idea b2b2c can someone help me out

I do not see B2B2C as a genuine business model. It was born as a marketing tool for e-commerce (which is just one way to sell).
B2B and B2C companies rarely can do both, processes, production, supply chains and customer sets vary too much (e.g. why did IBM never succeed in B2C, with great products like PC, printer, storage or now cloud, AI etc.). If they do both (like Panasonic) they have separate divisions setup.
For your specific idea, what is in it for them, what is your company's sustained value to the OEMs? If they do not see this, they would not partner with you. What is different from a sales platform like Amazon, Etsy or fragancex etc?
